RESPONSIBILITY TO PROTECT?: It's a dilemma the international community has confronted for decades: whether to take action when a country violates the human rights of its citizens. In 2005, a decade after the genocide of Rwanda and ethnic cleansing in Balkans, the United Nations' General Assembly adopted a doctrine called "Responsibility to Protect."
